Humans have been ravaged by diseases since they have walked the earth. Attributed to wrath of gods or punishment or the devil's doing in much earlier times, as science developed we have been able to educate ourselves on diseases and their causes. Yet that has not stopped diseases from wrecking havoc on mankind time and again.

To add to the list we also have Prehistoric epidemic: Circa 3000 B.C. , Plague of Athens: 430 B.C. , Plague of Justinian: A.D. 541-542, and various plagues that have claimed lives throughout the world.
Democracy spread across the world primarily in three waves.
Pandemics have the notorious reputation of being the aftermath of wars. The first two democratic waves have been closely in the era of two major wars of the world and so have been two major pandemics of the modern world. Medical professionals are highly sought in a war. The emergence of diseases in a post war era with lack of promptly available medics did no good to the humans.
